REQUESTED ACTION:
MOTION TO RECOMMEND BROWARD MPO APPROVE the DRAFT Fiscal Year (FY) 2022 Multimodal Priorities List (MMPL)
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will provide a recommendation to the MPO Board to approve the MPO's FY 2022 funding priorities as presented in the MMPL which includes the Broward MPO and Florida's Turnpike Enterprise (FTE) priorities. The MMPL will be used by the Florida Department of Transportation (FDOT) to program funding in the fifth year of the FDOT Work Program to the highest priority projects.
SUMMARY EXPLANATION/BACKGROUND:
The MMPL is a core product of the MPO that serves as a bridge between the MPO’s Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP). The MPO is required to develop an MMPL in coordination with FDOT District Four planning staff to set funding priorities for federal and state funds within our region. The List is submitted to FDOT District Four annually by August 1 [s.339.175 (8)(a) and (b), F.S.]. FDOT uses the MMPL to develop the Draft Tentative Work Program that is presented to the MPO each fall, which in turn is used to develop the following year's TIP. The FY 2022 MMPL will be used to develop the FY 2023-2027 Draft Tentative Work Program and the FY 2023-2027 TIP.
MPO staff worked with local partners and FDOT to develop recommendations and amendments to the MMPL which take advantage of available state funding and facilitate the funding of priority projects which are considered to be "program ready." MPO staff sought and incorporated feedback on the newly revised FY 2022 MMPL at the April 26, 2021 Technical Advisory Committee and Citizens' Advisory Committee workshops, and at the May 13, 2021 MPO Board workshop. Proposed revisions to the Draft MMPL are included in Attachment 1. MPO staff is now seeking final approval of the MMPL.
This year’s MMPL includes additional funds generally associated with Federal COVID-19 relief efforts that we've generically labeled "CARES funds" after the initial Coronavirus Aid, Relief, and Economic Security (CARES) Act. A total of $12,312,904 of CARES funds are anticipated. $10,743,623 of the funds fall under Title IV of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), division M, Public Law (Pub. L. No. 116-260), enacted on December 27, 2020. The purpose of the CRRSAA is to provide funding to address coronavirus impacts related to Highway Infrastructure Programs (HIP) and appropriated the additional $10,743,623 for Broward MPO HIP. HIP-CRRSAA funds remain available for obligation through September 30, 2024. An additional $1,569,281 is available through the apportionment of Highway Infrastructure Program Funds Pursuant to the Department of Transportation (USDOT) Appropriations Act, 2021. The $12,312,904 of additional "CARES funds" were applied to Broward MPO priorities consistent with the MTP and Strategic Business Plan and are noted in blue within the MMPL. These funds are anticipated to complete funding for several MPO projects and allow accelerated construction.
