** MOTION TO APPROVE:  Resolution for the City of Hallandale Beach request for MTECC services for Project 445527-1 Complete Streets on NW 3^rd Street from NW 3^rd Avenue to North Dixie Highway in Hallandale Beach.  This Project was approved by the Broward MPO through the CSLIP project application, review/evaluation and selection process in the 2018 cycle. The FDOT LAP Project budget for the design phase of the project is $569,995 in fiscal year 23-24.  The budget for construction and construction inspection is fiscal year 2025-26 for $623,694 and fiscal year 2026-27 for $2,141,740.
 
 

Approval of the City of Hallandale Beach (City) request for MTECC services to undertake the implementation of the project, will allow MTECC staff and its General Program Management Consultant (PMC) to begin work with the City to complete the LAP certification and partner with the City and FDOT to provide a scope of services to the design and engineering consultant (DES) pool for proposals, evaluations and to select a DES for the Project. The anticipated recommendation of award of the DES pool is the July13th MTECC Board meeting. 
 

The initial processes will result in the development of a series of items outlined below supporting the delivery of the Project design that will be part of a follow up package provided for review and approval by the MTECC Board prior to implementation of the Project design phase:

• the LAP certification in partnership with the City and FDOT
• LAP Agreement between the City and FDOT
• Project Administration Agreement between the City and MTECC
• PMC Project Oversight Task Order
• DES Project Task Order (selected through competitive process from the DES pool)
• Project Summary Plan, Schedule and Budget

It is anticipated that the schedule to accomplish these tasks will occur over the period from June to November 2023, with final agreements in late October or early November 2023.  That will allow the design phase notice to proceed to begin in November/December 2023.
 

MTECC staff recommends approval of the City of Hallandale Beach request for MTECC services to implement Project 445527-1.
