TITLE:

Consideration of Appointments: Accept resignation of Interim City Manager, appoint new City Manager, and approve First Amendment to Agreement for Services to reflect transition as of August 25, 2015.

RECOMMENDED ACTION:

Accept resignation of Acting City Manager Jeff Meilbeck as of August 25, 2015; Appoint Josh Copley as the City Manager effective August 25, 2015 for the City of Flagstaff; and approve First Amendment to Agreement for Services to reflect this transition date.

Executive Summary:

During the City Council meeting on July 7, 2015 the City Council appointed Josh Copley as City Manager beginning September 10, 2015 due to the end of the Acting City Manager term.  The Acting City Manager has decided to resign effective August 25, 2015.  Thus the City Council is requested to appoint Josh Copley as City Manager commencing August 25, 2015 and amend his Agreement for Services to reflect this transition date.

Financial Impact:

The City Manager salary and benefits are currently budgeted.

Connection to Council Goal and/or Regional Plan:

The City Manager position is needed to continue movement on the following City Council goals:

1) Invest in our employees and implement retention and attraction strategies
2) Ensure Flagstaff has a long-term water supply for current and future needs
3) Provide sustainable and equitable public facilities, services, and infrastructure systems in an efficient and effective manner to serve all population areas and demographics
4) Explore and adopt policies to lower the costs associated with housing to the end user
5) Develop and implement guiding principles that address public safety service levels through appropriate staffing levels
6) Relieve traffic congestion throughout Flagstaff
7) Address key issues and processes related to the implementation of the Regional Plan
8) Improve effectiveness of notification, communication, and engagement with residents, neighborhoods and businesses and about City services, programs, policies, projects and developments
9) Foster relationships and maintain economic development commitment to partners
10) Decrease the number of working poor
11) Ensure that we are as prepared as possible for extreme weather events

Has There Been Previous Council Decision on This:

During the City Council meeting on July 7, 2015 the City Council appointed Josh Copley as City Manager effective September 10, 2015.

Options and Alternatives:

In the alternative, the City Council may consider appointing Mr. Copley or a different Acting City Manager to serve until September 10, 2015.
