TITLE:

Consideration and Approval of Contract:  Airport Security Upgrades at the Flagstaff Airport.

STAFF RECOMMENDED ACTION:

  1. Approve a Cooperative Purchase Contract for the purchase and installation of security equipment at the Flagstaff Airport from Enterprise Security, Inc. (2020-53), under Maricopa County Contract (190240) in an amount not to exceed $95,000.
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The proposed contract with Enterprise Security, Inc. (Enterprise Security) provides for the procurement and installation of security equipment at the Flagstaff Airport. Currently, the airport and other City facilities are utilizing Enterprise Security systems. This contract will save the City money in working with the existing platform. The Transportation Security Administration (TSA) required the Flagstaff Airport to install an access control system to portals into secured areas of the airport. Costs and details can be found in the attached proposal documents. This contract will allow the airport to continue work started last fiscal year.

Financial Impact:

Financing this phase of the project was approved in the FY 2019-20 budget for $91,189 (221-07-222-0883-0-4435) with a proposed total cost not to exceed $95,000. This agreement will cover phase II and III security upgrades. All future phase work will continue to go through budget and council approval.

Team Flagstaff Strategic Plan: Policy 3.4, Promote policies that promote a positive and safe community.

Goal PF.2. Provide sustainable and equitable public facilities, services, and infrastructure systems in an efficient and effective manner to serve all populations areas, demographics.

Goal: Transportation and Other Public Infrastructure - Support the airport with needed infrastructure and upgrades in order to enhance our tenant and patron experience as well as additional airline attraction.

Has There Been Previous Council Decision on This:

Yes, in the FY2019-20 budget, the Flagstaff City Council approved the budget containing a Request for Service Level (RSL) increase for Phase II and III of the Airport Security upgrade. The City of Flagstaff was approved to enter into an agreement with Enterprise Security to purchase and install an access control system.

Options and Alternatives:

  1. Approve the contract with Enterprise Security, Inc. for the purchase and installation of equipment for phase II and III of the airport security upgrades.
  2. Do not approve the contract and direct staff to conduct a formal solicitation for a new system to replace existing and new equipment.

Background and History:

This system has been installed in the Core Facilities, City Hall and the first phase was installed at the airport. Other systems are not compatible with this system. Funding was approved in the FY 2019-20 budget to continue with the installation of phase II and phase III. Phase I met the basic Transportation Security Administration (TSA) requirements with positive access control. Phase II and III will expand that to provide positive access control of vehicle access points to the airport. The TSA has let us know they will be requiring the work scheduled in phases II and III in the future. Staff is requesting to work on these phases now because when the security requirements become formal, we only have 90 days to complete. 

Key Considerations:

This agreement will allow the next phases of security upgrades at the airport before the TSA mandates the upgrades. The project funding was approved by council in the FY 2019-20 budget, by utilizing the same company through a cooperative purchasing agreement, the City would not have to go to bid which if not confirmed with this company, would require replacement of the work installed in the last fiscal year in Phase I of this project.

Community Benefits and Considerations:

Not accepting this agreement would require a new bid, which if won by a different company could require replacement of the work done in fiscal year 2018-19. Enterprise Security, Inc. won the bid to install this system at City Hall and Core Facilities in previous budget years.

Community Involvement:

Phase II and III security will provide increased security control of vehicles to the General Aviation area, commercial air service ramp, runways and businesses located inside the fence at the Flagstaff Airport.

Expanded Options and Alternatives:

Security upgrades will positively impact airport tenants and end-users and is required.
