TITLE:

Consideration of Ratifying the Grant Agreement: between the City of Flagstaff and the U.S. Department of Transportation, Federal Aviation Administration for the Sustainability Master Plan at Flagstaff Pulliam Airport.

RECOMMENDED ACTION:

Ratify the Grant Agreement with the U.S. Department of Transportation, Federal Aviation Administration (FAA) in the amount of $270,000 for the Sustainability Master Plan.

Policy Decision or Reason for Action:

This ratifies the City Manager's acceptance of the FAA Grant Offer which will provide funding for a Sustainability Master Plan.

Financial Impact:

The grant application was submitted on August 23, 2013, in the amount of $270,000 (91.06%), State share amount of $13,254 (4.47%) and City share of $13,254 (4.47%) for a total project cost of $296,508.

This Grant Agreement in the amount of $270,000 is for the Sustainability Master Plan at the Flagstaff Pulliam Airport.
This project was not budgeted for in FY 2014, however the City match amount of $13,254 will come from 270-3805-783.

Options and Alternatives:

  • Ratify and accept the Grant Agreement which will provide funding to complete the project.
  • Do not ratify nor accept the Grant Agreement and the funds will be returned and project cancelled.

Background/History:

On August 23, 2013, the City submitted a grant application for the Sustainable Master Plan Pilot Program which is helping airports incorporate sustainability into long-term planning.  The pilot program was initiated in 2010 and is expected to be completed and the funds obligated by 2013.  The Sustainable Master Plan Pilot Program's goal is to help airports achieve their planning and operational objectives while achieving economic benefits, reducing environmental impacts, and improving relationships with local communities.  This goal is pursued through preparation of comprehensive, long-range plans that incorporate sustainability.

Key Considerations:

There are many benefits of airport sustainability planning, including reduced energy consumption, reduced noise impacts, reduced hazardous and solid waste generation, reduced greenhouse gas emissions, improved water quality, improved community relations, and cost savings.  As part of a Federal Aviation Administration pilot program on airport sustainability planning, this grant will promote design, project implementation and financial decisions that will help Pulliam Airport to identify ways to reduce energy consumption and environmental impacts, implement better business practices and improve neighbor relations.

In addition, this funding for the Sustainability Master Plan is timely since we are programming funding to update our current Master Plan in FY 2016 and this plan would address those sustainable initiatives as a new chapter within the Master Plan update.

Community Benefits and Considerations:

By including sustainability principles in the planning process, the airport can create a road map before making final planning and management decisions.  This will in turn promote design, project implementation and financial decisions that will help our airport identify ways to reduce energy consumption, environmental impacts, and carbon footprint.  As a result, the airport incorporating sustainability in the master planning process will become a more environmentally friendly business and neighbor. 

Community Involvement:

Involve - Bring together various stakeholders to become involved in the sustainability plan through for example, visioning meetings, diverse advisory committee meetings, outreach sessions, airport tenant surveys, and small group discussions and breakout meetings.
