Consideration and Adoption of Resolution No. 2013-25:  A resolution of the Council of the City of Flagstaff, Arizona concerning Arizona's immigration discussion.

As proposed by Vice Mayor Evans and Councilmember Barotz, the attached document is a non-binding resolution encouraging federal legislation to address the issue of immigration.

11. Effective governance

The topic of the Arizona Accord was brought forward upon agreement of three Councilmembers. At the September 24, 2013 Council Work Session a resolution proposed by Vice Mayor Evans and Councilmember Barotz was discussed. After a proposed change to bullet three of the resolution by Councilmember Woodson and public input, staff was directed to bring forward the amended resolution for possible adoption.

3) Adopt an amended resolution

During past Council meetings presentations have been made by representatives of the Arizona Accord, after which Vice Mayor Evans and Councilmember Barotz agreed to bring forward a proposed resolution for further discussion at a future meeting. At the September 24, 2013, Work Session discussion was held by the Council and public input was received. With one amendment to bullet three of the resolution by Councilmember Woodson, there was a consensus of Council to direct staff to bring back an amended resolution for formal action. The attached resolution has been prepared, incorporating Councilmember Woodson's change.
