TITLE:

Consideration and Approval of Contract: Cooperative contract for the purchase of Law Enforcement Staffing Solutions from Performance Protocol for the Flagstaff Police Department.
 

STAFF RECOMMENDED ACTION:

  1. Approve the cooperative purchase of the Performance Protocol Law Enforcement Staffing Solutions consulting program for the Flagstaff Police Department.
  2. Authorize the City Manager to execute the necessary documents. 

Executive Summary:

The Flagstaff Police Department wants to create a partnership with Performance Protocol to provide consulting services for our department in the areas of recruitment and retention.  This program is funded through the Arizona Department of Public Safety, who provided the City of Flagstaff with $150,000.00 for recruitment and retention consultation.  Performance Protocol has a 2024 state cooperative with the Arizona Department of Public Safety, and we are looking to use that cooperative for this contract.   Performance Protocol will provide the following services to the Flagstaff Police Department:

1) An audit of our current recruitment strategies
2) An onsite recruitment bootcamp for our recruitment team to learn best practices and strategies
3) Talent Tracker to streamline the hiring process
4) A Leadership bootcamp which is training for existing leaders to refine their leadership skills
5) Performance Coaching which is designed around career development and retention of employees

These tools are specifically designed around developing our department's ability to successfully recruit and retain our sworn and professional staff.  We will focus on strategies to recruit from within our community and develop all of our leaders to be equipped with the best strategies to retain our staff.  The city has already received the funding for this program from the State of Arizona, and there will be no impact on the city general fund or FPD budget.

Policy Impact:

Aligns with the Flagstaff Police Department's mission of protecting and preserving life.  Successfully recruiting and retaining the correct employees will allow us to continue to provide elite service to the entire community. 

Previous Council Decision or Community Discussion:

There has not been a previous council decision on this type of consulting product as it is a new program for the Flagstaff Police Department. 

Options and Alternatives to Recommended Action:

1) Council can approve the contract with Performance Protocol which will increase our strategy to recruit and retain our sworn officer and professional staff.
2) Council can deny the contract with Performance Protocol.

Background and History:

The Flagstaff Police Department has routinely lost approximately 20 officers per year over the past seven years due to lateral transfer to other agencies, retirement, departmental discipline, and the decision to change professions.  Recruitment and retention has always been a challenge at the Flagstaff Police Department and to all law enforcement agencies in the state and country.  This program will allow innovative new ideas to better connect with new applicants, and it will also teach retention strategies to supervisors to help retain our employees. 
The City Procurement Section researched a cooperative contract for the City to utilize to obtain these services. The Arizona Department of Public Safety conducted a competitive and open procurement process through Request for Proposal BPM006496 that resulted in CTR073948 with the Contractor.

The Flagstaff Police Department is committed to recruiting the most talented and diverse group of employees that will resemble the community they serve.  Our intention is to focus our recruitment efforts right here in the community while also being inviting to talented individuals from across the nation wanting to pursue a law enforcement career in Flagstaff.
