TITLE:

Consideration and Approval of Grant Agreement:  FY 2022 State Grant-In-Aid Construction Agreement between the City of Flagstaff and the Arizona State Library, Archives and Public Records for the Grand Canyon Library Renovation

STAFF RECOMMENDED ACTION:

Approve the State Grant-In-Aid (SGIA) Construction Grant Agreement for FY 2022 for grant funds in the amount of $50,000 with a City match of $50,000.

Executive Summary:

Introduction
The City operates the Grand Canyon Community Library pursuant to a 2018 Intergovernmental Agreement with the Coconino County Free Library District and other municipalities. 

There has been a public library at the Grand Canyon since 1932. Historic building number 208, which currently houses the community library, was originally a schoolhouse for the area starting in the late 1920s. The goal of the Grand Canyon Community Library (GCCL) is to serve the public within the Grand Canyon area. The library accomplishes this by providing many resources and services to its visitors. On average, the GCCL services around 40,000 community members and visitors to the park each year. Patrons check out approximately 24,000 items each year, and over 4,000 people a year come to use the library's internet services. As a Library District, we are always looking for ways to improve our services to the community.

Libraries build strong communities. As Andrew Carnegie once said: "A library outranks any other one thing a community can do to benefit its people. It is a never-failing spring in the desert." In laying out the elements of the library's scope of work, we hope that you will see how these changes will benefit all who visit and live in the Grand Canyon National Park. 

Current Configuration 
Currently, the library occupies the north section of historic building number 208. The building has three separate areas: north, middle, and south sections. The library currently occupies the north end, and the remainder of the building is vacant. In November of 2019, the Grand Canyon National Park Services Department met with library personnel and discussed the possibility of extending library services into the middle and section of the building. Things were delayed due to the outbreak of COVID-19. However, at the beginning of October 2020, it was proposed by the park service to potentially give the entire building to the library.

Scope of Work:

Demo
The library would like to remove the south side wall constructed to keep the building's historical dividers closed. The library would also like to relocate the power outlet placed within this wall to another suitable location, in an already existing wall. Removing this wall will allow the library to open the historic divider doors to use both the building's north and middle and back sections. The library would also like to fill in and drywall the non-historical doorway located in the west side of the divider wall. Lastly, the library would like to remove the vestibule that is in the middle section of the library. Removing the vestibule would allow patrons to walk directly into the library's new additional space. There is no historical or load-bearing element to the vestibule. 

Carpeting
The carpet in the library is old and worn. It has begun to buckle in some places and become a tripping hazard. The library would like to remove the carpeting and replace the carpet with carpeting squares throughout the building's north, middle, and back sections. In other words, carpet the whole building. Using carpeting squares would allow the library to pull up any stained or damaged pieces of carpet without having to replace the whole carpet. The library would also place a similar laminate tile at all library entrances to help extend the life span of the new carpet. 

Power, Data, and WIFI
Currently, the library has data coming into building 208. The library would like to enlarge the hole where data is entering the building so that the library can add a few more data lines to better meet the needs of patrons who use our internet services. Maximum half inch hole or conduit. The library would also like to place 15 floor boxes, providing power and data outlets into the floor. These 15 new floor outlets would give data and power to a catalog computer, new staff desk area, access to the public computers, one for a new self-checkout location, and provide poor charging for patrons throughout the building. The library would also like to install two WIFI access points in the attic space to provide full coverage of WIFI outside the building. The library will need to run conduit (half inch) inside an existing wall for data cables to reach the attic space above (at the historical divider wall). 

New Book Drop 
The library would also like to add a book-drop to the parking area next to building 208. The library is willing to meet the Park requirements to have this library book-drop added to the parking area. 

New Library Signage
The library would also like to put up some signage indicating the building is a library. The library is willing to meet park services requirements regarding how the sign needs to look to have a sign put up. 

Financial Impact:

The City of Flagstaff receives $100,000 per year from the Coconino County Fee Library District, a political subdivision and special taxing district ("the District") to provide for over site of Branch, Affiliate and Other Libraries in Coconino County, adjusted annually to reflect Flagstaff personnel pay increases at the City's discretion. The City also receives $94,464 per year from the District for the Grand Canyon Community Library.  

Over the last few years the library has been saving to do this renovation at the Grand Canyon Community Library. The library has set aside $250,000 for this project in account 030-07-037-6003-5-4273.  With the help of the SGIA Construction Agreement for FY 2022 this will reduce what the library has to spend to only $200,000. 

Policy Impact:

Remodeling the Grand Canyon Community Library will help the library accomplish its mission and vision in providing space and resources to help support the needs of the library community and all those who enter its doors.
