TITLE:

Consideration and Adoption of Resolution No. 2023-67:  A resolution of the Flagstaff City Council, approving the amendment of the Intergovernmental Agreement between Coconino County, the Coconino County Jail District, and the City of Flagstaff for the purpose of formalizing and clarifying the responsibilities of each of the parties with regard to insuring the facility and its contents

Executive Summary:

Approval of the Amendment of the Intergovernmental Agreement (IGA) with the Flagstaff Police Department, the Coconino County Jail District and the Coconino County Sheriff’s Office where the City and the County jointly own and occupy as tenants in common at 911 E Sawmill Road (LEAF) set an agreement to ensure that these properties are sufficiently insured.

Financial Impact:

The City shall be responsible for carrying a property insurance policy for the entire property that is currently jointly owned and jointly occupied, located at 911 E. Sawmill Road. The plan shall be an all-risk policy with a replacement cost basis.
 
The City and County will share the costs of the premiums for insurance coverage on jointly-owned-and-occupied property (67.93% City, 32.07% County). Each year the City will invoice for County for their proportionate cost of the property insurance premiums.
 
Each party shall bear the sole risk and responsibility for the contents and insurance of their respective contents values in any property included in this Agreement, whether or not co-occupied.

High Performing Governance - The LEAF collocation facility provides a centralized location for the Flagstaff Police Department, the Coconino County Sheriff's Office and the Coconino County Jail District which promotes the communities accessibility to Law Enforcement services. 

Has There Been Previous Council Decision on This:

When the Law Enforcement Administrative Facility was completed in 2000, the Coconino County Sheriff’s Office, Coconino County Jail District, and the Flagstaff Police Department began the collocation in the new building. Intergovernmental Agreements (IGA’s) were executed to provide details of the jointly owned and occupied property. This is the second amendment to the IGA that was first executed in 1998.
