TITLE:
Consideration and Action on Liquor License Application: Jeffrey Craig Miller "Baddies Food Joint" 409 S. San Francisco St., Series 06, Owner Transfer
STAFF RECOMMENDED ACTION:
- Forward the application to the State with a recommendation for approval;
- Forward the application to the State with a recommendation for denial based on the testimony received at the public hearing and/or other factors.
Executive Summary:
The liquor license process begins at the State level and applications are then forwarded to the respective municipality for posting of the property and holding a public hearing, after which the Council recommendation is forwarded back to the State. A Series 06 license allows a bar retailer to sell and serve spirituous liquors, primarily by individual portions, to be consumed on the premises and in the original container for consumption on or off the premises. Series 06 (bar- all spirituous liquor) licenses are obtained through the person and/or location transfer of an existing license from another owner or business. Baddies Food Joint is an existing business in Flagstaff and they are requesting an owner transfer. They purchased the license from Craig Bouchard with 28to3 LLC in July 2024. If approved, it will one of 22 active series 06 licenses in Flagstaff.

Because the application is for an owner transfer, consideration may be given to the personal qualifications of the applicant. The application was properly posted on October 23, 2024 and the Police and Community Development divisions have reviewed the application and provided their respective reports. Two citizen objections have been received and included with this packet for review. Attachments associated with the complaint are on file with the City Clerk and can be provided to the public upon request.
It should be noted that a separate application for a Series 12 (Restaurant) license went before Council on October 15, 2024 and was recommended for denial. In response to questions and discussions at the hearing of October 15, the Police Department has provided an additional report that has been included in the attachments for review.
