TITLE:

Consideration and Approval of Contract: Approve of the construction contract with Kinney Construction, LLC in the amount of $1,325,256.00 for the Sheep Crossing FUTS Trail Project.

STAFF RECOMMENDED ACTION:

  1. Approve the construction contract with Kinney Construction, LLC in the amount of $1,325,256.00 and a contract duration of 175 calendar days;
  2. Approve a contract allowance of $66,262.80, which is 5% of the lowest responsive bid;
  3. Approve Change Order Authority to the City Manager in the amount of $132,525.60 which is 10% of the lowest responsive bid;
  4. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Award of the construction contract to Kinney Construction, LLC will authorize the construction of the Sheep Crossing FUTS Trail in accordance with the approved public improvement plans prepared by Turner Engineering Inc. (TEI).
 
The Sheep Crossing Trail is a planned Flagstaff Urban Trails System (FUTS) trail, approximately 0.8 miles in length, 10 feet in width, which will connect the Ponderosa FUTS Trail along the west side of Pulliam Drive with the Sinclair Wash FUTS Trail in Fort Tuthill County Park. This multi-use, non-motorized, aggregate mix trail will allow users the opportunity to navigate under Interstate 17, connecting existing trails on the east and west sides of the Interstate, just north of the John Wesley Powell Boulevard and Interstate 17 Interchange. This trail segment is also part of the ultimate alignment of the Flagstaff Loop Trail, a 44-mile system of FUTS, County, and US Forest Service trails that circumnavigate the community and provide a world-class recreational opportunity in proximity to the city.

Financial Impact:

This project is funded by the FUTS Fund from the FY2019-2020 authorized budget of $4,355,034, approved by City Council on 06/18/2019. The budget accommodates design, permitting, construction, testing and inspection, and Capital Improvements project management costs.

Has There Been Previous Council Decision on This:

Council has previously approved the FY2019-2020 Capital Improvement Five-Year Plan and authorized the FY2019-2020 budget for this project.  

Options and Alternatives:

  1. Approve the award for the construction contract as recommended. Approval will allow work on the project to move forward.
  2. Reject all bids. This action would delay the project.
    1. If rejection occurs, possible options include:
      1. Re-advertise the project and open new bids or
      2. Suspend or cancel the project

Background and History:

For years a solution has been sought for trail connectivity from an east-to-west transect traversing Interstate 17, south of Interstate 40. An investigation began to utilize the dual concrete box tunnels located under Interstate 17. After four years of working with project stakeholders, a design engineer, and numerous sub-consultants, a multi-agency effort has paved a path forward for this project to be constructed. This unique partnership is well represented by the trail crossing four jurisdictions: federal (US Forest Service), state (Arizona Department of Transportation), county (Coconino County), and municipality (City of Flagstaff).

Key Considerations:

On February 11, 2020, bids were received to construct the Sheep Crossing FUTS Trail Project. The summary results are listed below:

Community Involvement:

The Sheep Crossing FUTS Trail will act as a critical connection corridor for multi-use, non-motorized users to have trail connectivity under Interstate 17 from the Ponderosa FUTS Trail (Ponderosa Trails Subdivision) to the Sinclair Wash FUTS Trail at Fort Tuthill County Park.

This trail segment is also part of ultimate alignment of the Flagstaff Loop Trail, a 44-mile system of FUTS, County, and US Forest Service trails that circumnavigate the community and provide a world-class recreational opportunity in proximity to Flagstaff.
