TITLE
Lone Tree Overpass Project - Intersection and Connector Roadway Update
STAFF RECOMMENDED ACTION:
Present an intersection design update to City Council for the Lone Tree Overpass Project and facilitate discussion. Staff is seeking direction on finalizing the intersection design. Staff will also present an update on the Elden Connector Road concept.
EXECUTIVE SUMMARY:
- In the fall of 2021, the project team presented the concept intersection design alternatives to the public, City Commissions, and the City Council. Staff was asked to further develop alternatives that provided a smaller footprint to prioritize bicycle and pedestrian accessibility and support the City's Carbon Neutrality Plan.
- On January 24, 2022, an update was given on the refined alternatives and City Council selected two final options for development: 5a, which includes five traffic lanes on each leg of the new intersection, and 5b, which added one turn lane to 5a on the north and east legs of the intersection. Council also supported considering an interim condition between 5a and 5b to facilitate future expansion and a pedestrian bridge concept that would provide grade-separated access over Butler Avenue.
- The project team will present the final refined options for Council's input and direction prior to submitting the revised Traffic Impact Analysis to ADOT for approval.
- Staff will present an update on the Elden Connector Road concept per Council direction from May 24, 2022 and discuss the utility corridor and future FUTS connection opportunities.

A previous City Council reviewed options for the Lone Tree Overpass bond project and directed Staff to prepare ballot language for a $73M bond project to be funded through secondary property tax in the 2018 election, which was passed by the Flagstaff voters.
On February 2, 2021, the City Council awarded the first design phase agreement to Ames.
On September 7, 2021, the City Council awarded Amendment #1 to the design phase agreement.
On March 1, 2022, the City Council awarded Amendment #2 to the design phase agreement.
