TITLE:

Consideration and Approval of Contract:  Approve the Cooperative Purchase Contract with PFVT Motors, LLC DBA Peoria Ford for the purchase of one 2022 Ford F-150 Lighting Crew Cab 4X4 (fully electric) at $53,541.53 and the purchase of one 2022 Ford Explorer Hybrid at $44,282.76 for use at the Flagstaff Pulliam Airport in the total amount of $97,824.29 (plus applicable taxes).

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract to PFVT Motors, LLC DBA Peoria Ford through the State Cooperative Contract No. CTR059322 for the purchase of two replacement vehicles for the Flagstaff Pulliam Airport in the total amount of $97,824.29 (plus applicable taxes); and
  2. Authorize the City Manager to execute all necessary documents. 

Executive Summary:

The Flagstaff Airport Operations/Aircraft Rescue Fire Fighting (Ops/ARFF) team performs operations services at the Flagstaff Pulliam Airport (Airport). These services include: wildlife hazard management, runway and taxiway inspections, airfield inspections (including perimeter road/fence inspections), airfield grounds maintenance, Airport security inspections and gate access, snow removal operations support (snow boss and runway friction measurements), and airfield lighting inspection/repair. The current pickup truck is inefficient and in constant need of repairs. A fully electric vehicle and a hybrid vehicle would allow staff to perform the Airport operations functions with greater efficiency and reliability. The purchase of the pickup would be the Airport's fist fully electric vehicle and would help support the goal of a carbon neutral workforce.

The vehicle assigned to the Airport Ops/ARFF Manager position is used for administrative and emergency response in an incident command/unified command purposes, both on and off the Airport grounds. The hybrid electric vehicle would also be used for support of Airport operations including airfield inspections, snow operations, and airport security. A hybrid electric all-wheel drive vehicle would provide greater efficiency and reliability. This hybrid electric vehicle would also continue to support the goal of a carbon neutral workforce. 

Financial Impact:

The Cooperative Purchase Contract for both of these vehicles can be reimbursed using the Coronavirus Aid, Relief, and Economic Security (CARES) act funding which is found in Acct# 221-07-221-0881-0-4401 for a budgeted total amount of $97,824.29.

Policy Impact:

The Cooperative Purchase Contract and equipment supports the mission to provide the highest level of service for the City and the Airport. The electric vehicle will be the first fully electric pick-up truck to be added to the Airport's fleet. The hybrid vehicle will be the third of its kind in the Airport fleet and will be a better fit for the support of Airport Operations/Aircraft Rescue Firefighting administration. The fully electric vehicle will be a great testing opportunity for Airport Operations staff to determine how electric vehicles can support the mission of the Airport moving forward.

The purchase of these vehicles would support PBB key community priorities and objectives by: enhancing the organization's fiscal stability & increase efficiency & effectiveness, facilitating & developing carbon-neutral energy opportunities, and by implementing alternative energy programs and multi-modal transportation options. 

Carbon Neutrality Plan
The purchase of these vehicles would directly align with the Carbon Neutrality Plan as this would be the first fully electric vehicle for the airport and the third hybrid electric vehicle for the airport. It would also support the Carbon Neutrality Plan by supporting residents, businesses and institutions in the transition to electric vehicles.

Options and Alternatives:

  1. Approve the Cooperative Purchase Contract with PFVT Motors, Inc. DBA Peoria Ford for the purchase of one 2022 Ford F-150 Lighting Crew Cab 4X4 (fully electric) at $53,541.53 and the purchase of one 2022 Ford Explorer Hybrid at $44,282.76 for replacement vehicles at the Airport in the total amount of $97,824.29; or
  2. Do not approve the purchase and provide direction to staff.

Background and History:

City Council has discussed on many occasions transitioning the City fleet from combustion engine vehicles to electric vehicles which led to the development and adoption of the Carbon Neutrality Plan. The Carbon Neutrality Plan stands on the backbone of electric vehicles and the transition to by 2030.

The State of Arizona, Procurement Department, Public Sector conducted a competitive and open procurement process through Request for Proposal Solicitation No. BPM004157 that resulted in Contract No. CTR059322 with PFVT Motors, Inc. DBA Peoria Ford. The City of Flagstaff Procurement department utilized this cooperative purchase contract to obtain the best pricing for the electric and hybrid vehicles. 

Key Considerations:

The purchase of the fully electric Ford F-150 pick-up and the Hybrid Ford Explorer will support the Airport Operations/Aircraft Rescue Firefighting team.

Community Benefits and Considerations:

Both purchases can be reimbursed using the Coronavirus Aid, Relief, and Economic Security (CARES) act funding. 

Community Involvement:

The purchase of these vehicles would benefit the community by utilizing carbon efficient equipment while supporting Airport Operations and emergency response on and around the Airport. 

Expanded Options and Alternatives:

The Flagstaff Carbon Neutrality Plan was presented several times in draft and for approval in open meetings by City Council. The community has had many opportunities for engagement of this Carbon Neutrality Plan.
