TITLE:

Consideration and Approval of Contract:  Approve the Amendment of the Professional Services Contract with Jeanie Gallagher for Human Resources Executive Consulting Services through October 15, 2022 not to exceed $15,000 for a total contract amount of $64,900.

STAFF RECOMMENDED ACTION:

  1. Approve the Amendment of the Professional Services Contract with Jeanie Gallagher for Human Resources Executive Consulting Services through October 15, 2022 not to exceed $15,000 for a total contract amount of $64,900; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Jeanie Gallagher served the City of Flagstaff as the full-time Human Resources Director. She retired on October 15, 2021, and the City selected Brandi Suda to serve as an internal Interim Human Resources Director. The City entered into a Contract for Professional Services with Ms. Gallagher to provide Human Resources Executive Consulting for subject-matter consultation and to continue to work on key projects, such as, policy development, HRIS/Payroll conversion, employee training curriculum design, and enhanced utilization of NeoGov modules. On May 16, 2022, the City hired Dietrich Sauer to serve as the new Human Resources and Risk Management Director. Although Mr. Sauer has assumed all responsibilities as the subject-matter expert, managing day-to-day operations, and coordinating special projects, the City would like to retain the services of Ms. Gallagher as a consultant to finalize policy development. Ms. Gallagher has intimate knowledge about the implementation of the compensation study and years of conversations with City Management, leadership and the employee advisory committee, all of which assist in the development of these policies. Staff is seeking to engage Ms. Gallagher until fall 2022 to continue consulting services in order to finalize policies related to classification and compensation. Not having this option would delay the development of these policies for an indefinite period of time while conversations are repeated and knowledge is developed, including, for the recently implemented compensation study. 

Financial Impact:

There is a financial impact of $15,000 to increase this Professional Services Contract for a total contract amount of $64,900 through October 15, 2022. City staff will use available salary savings and budget capacity to cover this additional expense.
