TITLE:

Consideration of Ratifying the Grant Agreement:  Ratify the Grant Agreement between the City of Flagstaff and the U.S. Department of Transportation, Federal Aviation Administration to acquire an Aircraft Rescue & Fire Fighting Vehicle and Ancillary Equipment.

STAFF RECOMMENDED ACTION:

Ratify the Grant Agreement with Federal Aviation Administration (FAA) in the amount $850,000 to acquire an Aircraft Rescue & Fire Fighting Vehicle (ARFF) and Ancillary Equipment.

Executive Summary:

This ratifies the City Manager's acceptance of the FAA Grant Offer which provides funding to acquire an Aircraft Rescue & Fire Fighting Vehicle and Ancillary Equipment to provide improved airport safety.

Financial Impact:

The grant application was submitted on January 8, 2015, in the amount of $1,000,000 (91.06%), State Share amount of $49,089(4.47%) and City share (budgeted in FY19) amount of $49,089 (4.47%) for a total project cost of $1,098,177.

This Grant Agreement in the amount of $850,000 is based on bid estimates and allows the maximum obligation to be increased by not more than 15% for development projects if needed. 

The project is budgeted in account number 221-07-222-3140-0-4402 in the amount of $1,100,000 for FY 2019.

Goal: Transportation and Other Public Infrastructure:  Provide airport infrastructure to enhance tenant and patron experience and secure a second airline.

Options and Alternatives:

- Ratify and accept the Grant Agreement which will provide funding to purchase the vehicle and equipment.
- Not ratify and accept the Grant Agreement and the funds will be returned and bids rejected.

Background and History:

On September 4, 2018, the City received the Grant Offer for the Airport Improvement Program (AIP) Project No. 3-04-0015-042-2018 for the acquiring of Aircraft Rescue & Fire Fighting Vehicle & Ancillary Equipment.

Bids were received on August 28, 2018, for the Airport Rescue Fire Fighting Vehicle and on September 5, 2018, for the Ancillary Equipment. 

Due to FAA time constraints, to issue the Grant Offer to meet the Federal Fiscal Year 2018 budget, the Grant Agreement was required to be signed no later than September 14, 2018.

Key Considerations:

This project consists of the purchase of an Aircraft Rescue & Fire Fighting Vehicle and Ancillary Equipment.  The airport needs to replace its 1989 ARFF vehicle due to age and to the fact that FAA will not accept its use in meeting the higher Index B standards.  Due to increased aircraft size, charter flights, and scheduled commercial flights through American Airlines and now United Airlines FAA requirements justify the need for this replacement.
