TITLE:
Consideration and Approval of Lease Amendment of City-Owned Property: Approval of Lease Amendment #3 between the City of Flagstaff and the General Services Administration (GSA).
RECOMMENDED ACTION:
Approve the Lease Amendment #3 with the General Services Administration (GSA).
Policy Decision or Reason for Action:
This action would allow the City of Flagstaff to comply with the terms of the existing lease with the GSA which allows for tenant improvements at the United States Geological Surveying offices in Flagstaff. This decision will protect the assets of the City of Flagstaff while providing power protection for USGS communications networks.
Financial Impact:
The initial project expenditures will be charged to the USGS capital repairs account (001-2006-546-3850). Upon completion of the project, the GSA will reimburse the City of Flagstaff all project costs ($155,120) which includes Project Management fees of $9,000. Therefore, the City will incur no costs on this tenant improvement.

Background/History:
The General Services Administration (GSA) is requesting a Lease Amendment to provide, install, maintain and repair an Uninterruptible Power Supply (UPS) system serving the computer server room in Building 6 at the USGS campus on McMillan Mesa. The Lease Amendment will require the City of Flagstaff to complete this tenant improvement project funded entirely by the General Services Administration (GSA), including City staff time.
Key Considerations:
All expenditures (project estimated costs: $155,120) will be initially funded under the USGS Capital Repairs account (001-2006-546-3850) with full re-imbursement from the GSA for all expenditures plus city staff project management fees upon full completion of the project.
Leasehold Tenant Improvements completed, as stated in the current lease agreement, remain with the building and thus become permanent property of the City of Flagstaff.
All contracted work will remain local to the extent possible.

Expanded Financial Considerations:
The UPS system will serve as a reliable power backup system to the existing USGS-6 Server Room. This USGS-6 servers provide information worldwide to government agencies and international entities.
