TITLE:

Consideration and Approval of Intergovernmental Agreement:  Coconino County Fort Tuthill County Park Fire Protection Service.

RECOMMENDED ACTION:

Approve the Intergovernmental Agreement for services between the City of Flagstaff, on behalf of the Flagstaff Fire Department, and Coconino County for the Fort Tuthill County Park property, based on an annual fee schedule over the next five years for a total amount of $45,000; (Year 1-$6,000; Year 2-$7,500; Year 3-$9,000; Year 4-$10,500; Year 5-$12,000).

Policy Decision or Reason for Action:

The County seeks to obtain fire protection services for its property at Fort Tuthill County Park ("FTCP").  This agreement will offer fire and EMS services in exchange for a 5 year financial commitment from the County.  The effective date of this agreement is July 1, 2012. 

Financial Impact:

The City will receive additional annual revenues, totaling $45,000 at the end of the five (5) year agreement. 

Connection to Council Goal:

Maintain public safety short response times and encourage expanded health services.

Has There Been Previous Council Decision on This:

Options and Alternatives

1. Approve the proposed IGA.  This would provide Fire and EMS services to our County partner and added revenue for the City.

2. Amend the proposed IGA.  This would send the IGA back to all parties involved for further consideration.

3. Disapprove the proposed IGA.  This would leave the Fort Tuthill property without any contracted fire protection.


Background/History:

In years past, the Coconino County Fort Tuthill property had entered into an annual Subscription Fire Service Agreement with the City which covered Fire and EMS services for a fee. However, in 2012 the County has requested the process be moved to an IGA format.  The charge under the previous agreement was $5,334 in 2011.  The Coconino Board of Supervisors approved the attached IGA at their September 18, 2012 meeting.

Expanded Financial Considerations:

Fort Tuthill is a regional park which City residents utilize and this agreement will allow us to provide Fire and EMS services for their protection.
