TITLE:
Review of Boards and Commissions.
DESIRED OUTCOME:
Provide direction to staff on process for accomplishing the review.
INFORMATION:
In July of 2012, the City Council set as one of its goals, a desire to review each Board and Commission. This review would include an assessment of the number, role and scope of commissions as well as how to process reports and recommendations from commissions. In order to begin this assessment, Council wanted to better understand the purpose and structure of each board.
City Clerk, Elizabeth Burke, developed the attached spreadsheet which provides the purpose, legislative authority, number of voting members, the appointing authority and the terms of members for each board or commission. There are links in this document to actual code that established the board or commission.
With this information, the City Manager is requesting direction regarding how Council would like to review the material. The May 14th agenda item is strictly about establishing the process for review and not actually reviewing any board or commission. A suggestion would be to ask Council if there are specific questions or additional goals beyond knowledge that the Council wishes to accomplish. Examples of such questions can be found in the attachment. With these questions and/or goals in mind, one process could be to look at each column in the spreadsheet and compare against the relevant questions. Such a review may take several meetings. As such, Council may need to decide if this merits a special work session or break into several work sessions. Lastly, Council needs to decide what role the members, chairs, and staff liaisons of each commission might play in this review.
