TITLE:
Consideration and Adoption of Resolution No. 2026-29: A resolution of the Flagstaff City Council, approving an amendment to the Intergovernmental Agreement between Coconino County Community College District and the City of Flagstaff for the joint ownership and use of the Firearms Training Facility.

Executive Summary:
This resolution approves an amendment to the intergovernmental agreement ("IGA") with Coconino County Community College District ("CCCD"), which adds a Shared Use Agreement as a new exhibit to the IGA. Council approved the IGA on February 3, 2026. The IGA governs the joint ownership and operation of the Firearms Training Facility located at 11972 N US Highway 89 Flagstaff, AZ 86004. Section 10 of the IGA requires the parties to prepare and enter a Shared Use Agreement as an amendment to the IGA. The Shared Use Agreement outlines the parties' rights and obligations regarding the ongoing operation and maintenance of the jointly owned Firearms Training Facility. The Shared Use Agreement is required before the parties and licensee(s) may use the facility for law enforcement training purposes. Pursuant to the IGA, City staff engaged with CCCD staff in a series of meetings to draft the Shared Use Agreement and address the specific requirements in Section 10 of the IGA, resulting in the proposed Shared Use Agreement and resolution. CCCD is also required to approve the Shared Use Agreement as an amendment to the IGA.
Financial Impact:
None. The Shared Use Agreement is required under the IGA. The shared use agreement does not alter or modify any financial obligations under the previously adopted IGA.

Previous Council Decision or Community Discussion:
On February 3, 2026, the Council adopted Resolution 2026-08, approving the IGA. Section 10 of the IGA requires Coconino County Community College District and the City of Flagstaff to enter a Shared Use Agreement through an amendment to the IGA.
Options and Alternatives to Recommended Action:
The IGA requires adoption of a Shared Use Agreement before the parties or any licensee can use the Firearms Training Facility. Council may elect not to adopt the resolution or direct staff to revise the terms of the Shared Use Agreement.

Action 3: Construct new City of Flagstaff buildings to be carbon neutral and designed for use as resilience hubs, providing safe havens for community members during all types of disruptive events. The proposed firearm training center was certified at Gold level through the Coconino County Sustainable Building Program in 2021. Green features include a 48-kilowatt solar array which generates twice the annual power used and a 5000-gallon buried rain water collection tank which supplies the automated drip irrigation system.
