TITLE:

Consideration and Approval of Contract:  Approve the Contract with Goodfellow Corporation for the purchase of (1) New Astec GT205S 2 Deck Mobile Screening plant in the amount of $494,295.66, including all applicable taxes.
 

STAFF RECOMMENDED ACTION:


1.  Approve the contract for the purchase of (1) Astec GT205S Two-Deck Mobile Incline Screening Plant from Goodfellow Corporation and
2.  Authorize the City Manager to execute the necessary documents.

Executive Summary:

The contract will provide for the purchase of one (1) new Astec GT205S 2-Deck Mobile Incline Screen Plant. The Streets Section requests authorization to purchase a mobile screening plant that will provide the ability to recover and process asphalt milling and other suitable materials generated through roadway construction and maintenance activities and return those materials to productive use within the City's transportation system. Screened materials may be utilized for roadway shoulders, unpaved roads, alleyways, roadway base, maintenance access areas, temporary repairs, and other appropriate street maintenance applications.
 

Financial Impact:

This request was reviewed and approved by the Fleet Management Committee (FMC) and funded in FY 2026. The funds were carried forward into FY 2027.  The purchase was bid as an Invitation for Bid (IFB) 2027-086, and 5 bids were received.  Goodfellow Corporation was the lowest, responsive, responsible bidder at $494,295.66, including all applicable taxes.

Policy Impact:

This purchase is consistent with the City's commitment to efficient delivery of public services, responsible management of taxpayer resources, and sustainable operational practices. The mobile screening plant will expand the City's ability to recycle and reuse materials generated from Public Works operations, reduce long-term operational costs, and support ongoing maintenance of public infrastructure.  The existing screening plant will be sent to surplus auction in accordance with City policy.

Options and Alternatives to Recommended Action:

  1. Approve the contract to purchase (1) New Astec GT205S 2 Deck Mobile Incline Screen Plant from Goodfellows.
  2. Do not approve the purchase and provide alternative direction to staff and discuss further. 

Background and History:

The Streets Section performs ongoing roadway maintenance and repair, including shouldering and road-base replacement. While the material for these projects can be purchased commercially, it represents a significant portion of overall project costs. The new screen plant will allow the division to process raw, unusable, and often free materials, including asphalt millings and spoils, into high-quality, usable road-maintenance products. This equipment will produce cinder-sand, asphalt millings, and fill dirt/rock for roadway construction, shouldering, and emergency backfills, as well as support screening needs for the Road and Repair Street Safety Program. This purchase replaces an existing screen plant that was purchased used more than 25 years ago. The older unit has experienced significant breakdowns over the last several years. The age of the equipment has made repair and maintenance extremely difficult, prompting the request to replace the aged unit. The existing plant is not mobile and requires the Streets section to transport material to and from its location. The new screening plant has mobile capability, allowing the Streets Department to move material production closer to maintenance needs; this reduces hauling miles, fuel consumption, employee hours, equipment wear, and overall material-handling costs.  
Published 08/04/2026 & 08/15/2026, in the Arizona Daily Sun. City, Purchasing section solicited an Invitation For Bid on Tuesday, July 28, 2026, closing on Wednesday, August 19, 2026 at 3:00pm. The City received five (5) bids. After review, the City is choosing the lowest responsive responsible bidder.

The acquisition of a mobile screening plant supports multiple City of Flagstaff priorities related to environmental stewardship, sustainable and innovative infrastructure, high-performing government, waste reduction, and responsible management of public resources.

Connection to Regional Plan:

None.

Connection to Carbon Neutrality Plan:

The mobile screening plant supports the Carbon Neutrality Plan by allowing Streets to reuse asphalt millings and spoils on site instead of hauling them to and from a fixed location and buying new material.  Moving production closer to the work rescues hauling miles and fuel use.  The new unit also replaces a 25-year-old machine that has required frequent repair.
