STAFF RECOMMENDED ACTION:
- Authorize the Job Order Contract for Construction with Kinney Construction in the amount of $182,887.00
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Continental Sports Complex located at 5650 Old Walnut Canyon Road in Flagstaff, Arizona has a detention basin at the SW corner of the complex. The existing stormwater basin outlet is no longer providing beneficial stormwater detention or a water quality component. As a result, there is visible erosion into the basin from the downstream outlet. The purpose of the project is to replace the existing detention basin outlet and fix the erosion issue downstream of the outlet.

Previous Council Decision or Community Discussion:
On January 6, 2021 the City Council approved the master contract authorizing Kinney Construction to provide Job Order Contract services to the City of Flagstaff for horizontal construction.
Options and Alternatives to Recommended Action:

and fix the erosion issue downstream of the outlet for the Continental Sports Complex.
2. Deny the contract, in which case the detention basin will continue to no longer provide beneficial
stormwater detention or provide a water quality component.

Background and History:
Continental Park was developed in 1997 and is about 16-acres in size. There was a small improvement performed in 2019 by PROSE to add a girls softball batting cage over near field #4. In 2023, PROSE added a small playground structure in the center of the fields for ages 2-5 years of age.
During routine inspections, the Stormwater Section discovered the failed detention basin outlet and downstream scouring at the Continental Sports Park Storm Basin (APN 117-02-008C). In November 2025, a local civil engineering firm, Burgess and Niples (B&N), was hired to assess the situation and prepare drainage improvement construction plans. The purpose of this current contract is to conduct the recommended repairs to restore the useful life of the structure for recreational, ecological, and flood control use.
Stormwater, PROSE and Procurement utilized the Job Order Contract Program to request quotes from the horizontal discipline. Kinney Construction, was deemed the lowest responsive, responsible bidder.
