TITLE:
STAFF RECOMMENDED ACTION:
- Approve the Contract with First Class Enterprises, LLC DBA First Class Sanitation for the Purchase and Maintenance of Portable Chemical Toilets; and
- Authorize the City Manager to execute the necessary documents.

- The Parks Section has account number (001-06-155-0561-5-4245) and (001-06-155-0567-5-4245) budgeted for the Portable Chemical Toilet rentals as one-time funding.
- Solid Waste (Landfill) has account number (211-06-165-0631-0-4215) budgeted for two (1) Portable Chemical Toilets located at the landfill.
- Community Events has account number (001-06-156-0583-5-4245) for various city sponsored events.

- Award the Contract as recommended by Staff
- Not award the Contract and direct Staff to re-solicit
- Not award the Contract and not provide the Portable Chemical toilets at various parks, the landfill and City events.
Background and History:
On November 16, 2021, Procurement staff posted an Invitation for Bids (IFB) for Portable Chemical Toilets on the City's PlanetBids electronic bidding platform, and advertised in the Arizona Daily Sun for two (2) consecutive weeks: Sunday, November 21, 2021 and Sunday, November 28, 2021 in the Arizona Daily Sun. In addition, Procurement staff provided courtesy notifications to all Portable Chemical Toilet vendors in the Flagstaff area. On December 16, 2021, the City received one (1) bid from First Class Enterprises, LLC. After discussions and review among City staff, First Class Enterprises LLC was deemed qualified to perform the work and staff is requesting approval of the Contract for Purchase and Maintenance.
Key Considerations:
This is a low-cost option to provide restroom services at parks, the landfill and public events where toilet facilities would otherwise not be provided.
