TITLE:

Consideration and Approval of Contract:  Contract for the Purchase of Materials/Services with Babbitt Ford Lincoln, LLC in the amount of $64,170.40, plus other fees and taxes, for the purchase of one 2023 Hybrid Ford F-150 for the Streets Section.

STAFF RECOMMENDED ACTION:

  1. Approve the Contract for Purchase of Materials/Services with Babbitt Ford Lincoln, LLC in the amount of $64,170.40, plus other fees and taxes, for the purchase of one 2023 Hybrid Ford F-150 for the Streets Section; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

This vehicle will be assigned to the Streets Manager and utilized for daily street operations across the City. The Streets Manager is also on-call 24/7-365 and is required to respond in a City vehicle within one hour of any incident. This vehicle will also be used as a snow shift supervisor’s vehicle (minimum of 13-hour operations) and will be up-fitted with emergency lights, radios, traffic barricades, traffic cones and first aid equipment. This vehicle will be a first response vehicle for Streets staff when responding to disasters and other emergency-type events. The Streets Section believes that the hybrid option will fit this role extremely well as it will allow for a significant carbon reduction in daily commutes, yet, allows for extended response time capabilities.

Public Works and the Streets Section have a huge community presence and must do everything possible to keep up with ever-growing community demands by ensuring that we have the right equipment, tools, and staff to meet the community demands. Much of what Public Works does directly relates to the health and safety of the citizens of Flagstaff and its surrounding communities.  This vehicle was considered and approved by the city Fleet Management Committee.

Financial Impact:

The Streets Section has budgeted $65,000 in FY 2023-2024 (GL# 040-06-161-0614-6-4401) for a new vehicle request to have a full-time vehicle for the Streets Manager. 

Policy Impact:

This vehicle aligns with the City's mission to provide the highest levels of service to our residents year-round. This vehicle would not only meet the City's carbon neutrality goals by reducing carbon emissions in a heavily utilized vehicle.

Connection to PBB Priorities/Objectives, Carbon Neutrality Plan & Regional Plan:

Priority Based Budgeting:
- Become an employer of choice and provide employees with the necessary tools, training, and support. 
- Provide public safety with the resources, staff, and training to respond to community needs. 

Carbon Neutrality Plan: This vehicle aligns with the city's goal to be carbon neutrality by 2030 by significantly reducing the carbon output on a vehicle that is used in a high demand while not limiting services and or emergency response efforts. The Streets Manager is also on-call 24/7-365 and is required to respond in a City vehicle within one hour of any incident. This vehicle will be up-fitted with emergency lights, radios, traffic barricades, traffic cones and first aid equipment to sustain operations of 12-24 hours. This will also be a first response vehicle for Street when responding to disasters and other emergency-type events. We believe the hybrid option will fit this role extremely well as it will allow for a significant carbon reduction in daily commutes yet allows for extended response time.

Background and History:

The Contract for Materials with Babbitt Ford Lincoln, LLC was pursued because it provided the best value for the 2023 Hybrid Ford F-150 based on cost and timing of build-to-delivery for the vehicle.
