SUBJECT:

Approval of authorization for staff to enter into contractual negotiations with highest ranked proposer for RFP 2021-010 - Scooter Share Program.

SUMMARY:

In September 2019, the City of Fort Pierce launched a scooter share pilot program with the goal of learning how best to realize the benefits of micro-mobility programs while addressing common pitfalls. The pilot program ended on September 12, 2020, and the vendor (Superpedestrian) is currently operating on a month-to-month basis. At the request of the City Commission, staff initiated a Request for Proposals (RFP) to solicit proposals from vendors interested in operating a turnkey, financially self-sustaining, automated, on-demand public electric scooter sharing system within the City of Fort Pierce. The RFP was developed based on the lessons learned in the pilot program, best practices from other jurisdictions, and feedback from stakeholders.

The City of Fort Pierce received six (6) proposals from the following firms – Blue Duck Express, Inc.; CycleHop, LLC dba HOPR; Lynx City; Skinny Labs, Inc. dba Spin; Superpedestrian, Inc dba Link Your City, Inc; Verve S; Wheels Labs, Inc.

The evaluation committee met to evaluate the proposals in accordance with the information detailed in Section I – Scope of Service/Specifications, J. Evaluation Criteria. The committee reviewed and scored the responses with respect to Qualifications and Experience, Technical Proposal, and Management Proposal.

RECOMMENDATION:

Authorize staff to initiate negotiations with the highest ranked proposer, Skinny Labs, Inc. dba Spin.
