PERF Proposal for National Executive Search

SUBJECT:

Approval of proposal from the Police Executive Research Forum (PERF) to facilitate a national executive search for the Chief of Police for the amount of $43,500.

SUMMARY:

As directed by the City Manager, the Interim Administrative Services Director, Sheritta Johnson, researched three professional executive search organizations to obtain proposals to facilitate the search for a Chief of Police due to Chief Baldwin's request for retirement. The proposals from the International Association of Chiefs of Police (IACP), the Florida Police Chiefs STARS Program and the Police Executive Research Forum (PERF) were presented to the City Commission at the September 8, 2014 Conference Agenda meeting.  At the meeting, Ms. Johnson recommended the Police Executive Research Forum (PERF) to conduct the search for a Chief of Police because they offer the most comprehensive approach that includes onsite assessment meetings with the City Manager, City Commission, other key City officials, Police Department leaders, community leaders and other important groups.  Additionally, PERF's recruitment proposal includes the solicitation of candidates from a number of diversity oriented groups.

RECOMMENDATION:

Staff recommends the approval of PERF's proposal to conduct a search for the Chief of Police for the amount of $43,500.

ALTERNATIVES:

Staff will proceed as directed by the City Commission.
