SUBJECT:

Approval of Specific Authorization No. 2 with Inspire Placemaking Collective for Marina Square Design and Cost Advancement in an amount not to exceed $97,000.00.

SUMMARY:

In November 2022, the FPRA Board approved the Downtown Master Plan, which envisions the transformation of Marina Square into Marina Park. Through the City's Continuing Services Contract, Inspire Placemaking Collective was engaged to develop a conceptual design that incorporates community input gathered through public engagement sessions, with a focus on parking solutions, waterfront access, programming opportunities, expanded green space, and creating an inclusive park for people of all ages and abilities.

Following presentation of the conceptual design to the FPRA Board on September 9, 2025, and subsequent coordination meetings with City staff, including the Fort Pierce City Marina, it was determined that additional design advancement was necessary to further evaluate structured parking, site access and circulation, the potential realignment of Indian River Drive, and overall coordination with stakeholders before the project could move forward.

As a result, Specific Authorization No. 2 was developed to provide these additional professional design services.
