Approval of Specific Authorization No. 1 with TLC Engineering Solutions for Means Court HVAC and Envelope Assessment in an amount not to exceed $24,900.00.

Approval is requested to execute Specific Authorization No. 1 with TLC Engineering Solutions, under the existing Continuing Contract for Professional Services with the City/FPRA, to complete a comprehensive HVAC and building envelope assessment of Means Court Center. TLC Engineering Solutions will prepare a feasibility assessment report detailing HVAC and building envelope improvement options and provide planning-level cost estimates. This assessment will support FPRA decision-making related to future participation in building improvements identified in the First Amendment to the Lease Agreement with Incubate Neighborhood Center, executed December 10, 2024.

Staff recommends approval.

Staff will proceed as directed by the FPRA Board.
