FPRA Resolution 26-25 Entering Into an Interlocal Agreement Between the City of Fort Pierce and the Fort Pierce Redevelopment Agency for the Marina Square Design Advancement Project
SUMMARY:
Marina Square has been identified as a catalytic redevelopment project through the Downtown Master Plan and the FPRA Redevelopment Plan. Following acceptance of the Marina Square conceptual design as a planning framework in May 2026, the FPRA Board requested staff to advance the project through additional design services, including evaluation of structured parking, potential realignment of Indian River Drive, and refinement of construction cost estimates.
The proposed Interlocal Funding Agreement establishes the respective responsibilities of the City of Fort Pierce and the Fort Pierce Redevelopment Agency during this next phase of design. Under the Agreement, the FPRA will serve as project manager, administer consultant procurement and contract management, and provide funding in an amount not to exceed $97,000 for the authorized design services. As property owner, the City will provide site access, technical coordination, departmental review, and participation throughout the design process.
The Agreement is limited to professional design services and planning activities only. It does not authorize construction or implementation of the Marina Square project, which will require future consideration and approval by both the City Commission and FPRA Board.

FPRA REDEVELOPMENT PLAN GOAL/POLICY
Goal 17 of the FPRA Redevelopment Plan provides that the Fort Pierce Redevelopment Agency shall give priority to infrastructure improvements and amenity installation that will facilitate new development and redevelopment projects within the Community Redevelopment Area.
RECOMMENDATION:
Approve FPRA Resolution 26-25, authorizing execution of the Interlocal Funding Agreement between the City of Fort Pierce and the Fort Pierce Redevelopment Agency for the Marina Square Design Advancement Project.
