AGENDA ITEM NO. 13.
CITY OF HAWTHORNE City Council AGENDA BILL For the meeting of 03/24/2026 Originating Department: Licensing |
City Manager:
Department Head:
SUBJECT:
Voluntary Transient Occupancy Tax Agreement between the City of Hawthorne (City) and Airbnb, Inc.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the Voluntary Collection Agreement with Airbnb, Inc. and authorize the City Manager to Execute the Agreement and make any minor changes, if necessary.
DISCUSSION:
Airbnb, Inc. currently has partnerships with over 350 organizations generating over 10 billion in tourism taxes globally, 90 of which are in California. This includes, but is not limited to, Culver City, Los Angeles, and the City of Long Beach. The City would like to now partner with Airbnb to aid in the collection of its Transient Occupancy Tax (TOT). Our collaboration will allow a more streamlined process ensuring more accurate reporting, prompt TOT payments to the City and data regarding who is hosting in our city for compliance and statistical purposes. Short-term rental hosts will enjoy this benefit as TOT payments are included in the rental agreement, thereby saving them time and extra fees due to late submissions of TOT payments.
ECONOMIC DEVELOPMENT STRATEGIC PLAN:
Provide accurate reporting of TOT and a easier process for all Airbnb hosts.
FISCAL IMPACT:
None. As Airbnb aims to have compliant hosts and work with the City, this agreement will not have a fiscal impact on the City.
NOTICING PROCEDURE:
72 hours posted notice pursuant to the Ralph M. Brown Act.
