Hawthorne Housing 2026-2027 Annual Plan and Administrative Plans.
RECOMMENDED MOTION:
Staff recommends that the City Council:
1. Approve the 2026-2027 Annual Plan;
2. Direct staff to file the required Annual and Administrative Plans with the U.S. Department of Housing and Urban Development on or before the due date of April 17, 2026.

DISCUSSION:
The U.S. Department of Housing and Urban Development (HUD) requires non-qualified Public Housing Agencies (PHAs) to submit an Annual Plan at least 75 days prior to the start of each fiscal year. The Annual Plan outlines the Agency’s mission, goals, and objectives, and incorporates provisions addressing violence against women, consistent with the Five-Year Plan.
The mission of the City of Hawthorne Housing Agency is to provide safe, decent, and sanitary housing for very low-income families while managing resources efficiently. The Agency is committed to promoting personal, economic, and social mobility, with the goal of supporting families in transitioning from subsidized to non-subsidized housing.
During the current reporting period, the Agency approved thirty-three (33) new property owners for participation in the Section 8 Program, maintained its "High Performer" designation through consistent adherence to program regulations and procedures, and continued efforts to enhance customer satisfaction while delivering high-quality services. The Agency also upheld equal housing opportunities by providing comprehensive property listings to all Hawthorne voucher holders.
In addition, the PHA’s Administrative Plan has been updated in accordance with 24 CFR Part 903 to establish a strategic framework for the effective management of operations. This plan is designed to benefit all Section 8 Program participants, both directly and indirectly.

NOTICING PROCEDURE:
In compliance with the 45-day public review period and federal regulations, a Legal Notice of Public Hearing was published on February 26, 2026, through April 9, 2026, in the Hawthorne Press-Tribune, informing the public of the draft 2026-2027 Annual Plan availability. A copy of the draft documents was made available at the Hawthorne Clerk’s Office, Housing Department, Hawthorne Library and on the City’s website for public review and comment from February 26, 2026, concluding April 14, 2026, at a public hearing at 6PM in the Hawthorne City Council Chambers.
In addition, there was 72 hours of posted notice pursuant to the Ralph M. Brown Act.
