RESOLUTION NO. 8594 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA APPROVING A THIRD AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH THE LOS ANGELES CENTERS FOR ALCOHOL AND DRUG ABUSE (LA CADA).
RECOMMENDED MOTION:
1. Approve the third amendment to the Professional Services Agreement with LA CADA for the period of one year from 4/17/2026 to 4/17/2027 to provide site management for the Bridge of Hope Community Housing (BHCH) site.
2. Authorize the City Manager, or designee, to execute, amend, and keep a record of documents necessary to administer the Fiscal Year 2026-2027 Professional Services Agreement with LA CADA.
3. Authorize the Department of Finance to establish a blanket purchase order for LA CADA not to exceed $486,878 in administrative fees.

DISCUSSION:
On March 28, 2024, the City Council approved a Professional Services Agreement with LA CADA for BHCH site management. There is now a need to amend the agreement with an updated Scope of Work and change in rates. The proposal reflects a 39% decrease in fees. The number of staff has been reduced to eliminate redundancies and improve operational efficiency.
