DISCUSSION:
The Hawthorne Police Department uses motorcycles for traffic enforcement, investigations, DUI enforcement, escorts, and special events that require quick response and maneuverability. The current fleet includes two 2021 Harley-Davidson motorcycles that frequently have mechanical issues, making them unreliable, and an older Honda motorcycle (9–11 years old), which lacks modern safety features. Newer motorcycles offer improved safety, technology, and performance. By purchasing three new police motorcycles there will be improved reliability, officer safety, and overall operations.
The Police Department obtained quotes from three authorized BMW vendors for the 2026 BMW R1300RT-P police motorcycle with law enforcement equipment.
Quotes received include:

Long Beach BMW Motorcycles – Long Beach, CA: Total unit cost $40,212.93

Ventura BMW Motorcycles – Ventura, CA: Total unit cost $39,525.72
Although Ventura BMW provided the lowest price, staff recommends selecting Long Beach BMW Motorcycles due to its closer proximity to the City. This allows for faster maintenance, repairs, and warranty service, reducing downtime and ensuring motorcycles remain operational. The closer location provides better long-term value by improving efficiency and maintaining readiness for the Traffic Unit.
ECONOMIC DEVELOPMENT STRATEGIC PLAN:
Purchasing new police motorcycles improves traffic enforcement, reduces response times, and enhances safety along key corridors, making the City more attractive for businesses, visitors, and major events.
