Appointment of Representative and Alternate to the South Bay Regional Housing Trust Governing Board
RECOMMENDED MOTION:

Appoint Mayor Pro Tem (MPT) Monteiro as the City’s primary Delegate to the South Bay Regional Housing Trust (SBRHT) Board of Directors.

Nominate and Appoint one (1) member of the City Council to serve as the Alternative Delegate.
DISCUSSION:
With the formal establishment of the South Bay Regional Housing Trust (SBRHT) as a Joint Powers Authority (JPA), member cities are required to appoint representatives to the Governing Board. The Board is responsible for making critical decisions on allocating the requested $10 million in Community Project Funding, establishing loan program criteria, and overseeing regional housing preservation efforts. Given that the SBRHT’s first official meetings are scheduled for late April 2026, a timely appointment is necessary to ensure the City’s interests are represented during the initial capitalization and program design phase. The SBRHT was formed to create a regional financing tool for affordable housing. Unlike traditional city committees, a JPA Governing Board functions as a legal oversight body. The Delegate (and the Alternate, in the Delegate’s absence) will hold voting power on:
MPT Monteiro is recommended for this role due to his ongoing involvement in regional coordination and community development. Having the Mayor Pro Tem serve as the primary delegate signals to federal and state partners that the City is prioritizing housing stability and regional cooperation.
Nomination of Alternative Delegate
The Council must now select an Alternative Delegate to attend meetings and vote if MPT Monteiro is unavailable.
Staff recommends the appointment of MPT Monteiro as Delegate and requests that the Council pass a motion to nominate an Alternate to ensure consistent representation in this critical new regional institution.

- The acquisition of "Naturally Occurring Affordable Housing" (NOAH) properties.
- Approval of annual budgets and federal/state grant applications.
