RESOLUTION NO. 8598 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA ADOPTING THE CITY OF HAWTHORNE  “ACTIVE TRANSPORTATION PLAN”
 

RECOMMENDED MOTION:

Staff recommends that the City Council approve Resolution No. 8598.

DISCUSSION:

The City initiated preparation of the Active Transportation Plan (ATP) to evaluate existing pedestrian and bicycle conditions, identify gaps in the network, and prioritize projects that improve multimodal mobility. During the August 26, 2025 City Council Meeting, General Technologies and Solutions (GTS) was selected to assist the city in developing the ATP. The ATP aligns with regional and state goals to reduce greenhouse gas emissions, improve safety for vulnerable roadway users, and provide equitable transportation options.

The ATP serves as a master plan and policy document to guide development and maintenance of active transportation infrastructure, including sidewalks and bikeways for areas within the City. It advances Hawthorne's vision for health, sustainability, and equity by promoting walking, biking and transit. The Plan provides a clear framework to improve bicycle and pedestrian connectivity and safety by expanding existing bicycle networks, improving pedestrian circulation, reducing vehicle trips, creating complete streets, prioritizing access to transit, and prioritizing improvements towards building a healthy and livable community. Public outreach was conducted as part of the ATP development process and included community meetings, stakeholder coordination, online surveys, and public comment opportunities. Input received helped shape project recommendations and priorities. This comprehensive ATP allows the City to identify and prioritize infrastructure improvements, support safe, convenient, and equitable travel for all residents and visitors and strengthen applications for competitive federal, state and regional transportation grants.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

The Economic Development Strategic Plan emphasizes infrastructure investment, quality of life, and business-friendly policies as drivers of sustainable economic growth. The Active Transportation Plan supports these objectives by enhancing accessibility, supporting business attraction and retention, encourages sustainable development, and leverages grant funding.

FISCAL IMPACT:

There is no immediate fiscal impact associated with adoption of the Active Transportation Plan. Implementation of recommended projects will be subject to future review and may be supported through competitive grant funding.
