RESOLUTION NO. 8599 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA ADOPTING THE CITY OF HAWTHORNE  “COMPLETE STREETS POLICY.”
 

RECOMMENDED MOTION:

Staff recommends that the City Council approve Resolution No. 8599.

DISCUSSION:

Complete Streets is a transportation approach that integrates safe and convenient travel for all users, regardless of age or ability. The policy aims to eliminate traffic fatalities and serious injuries, reduce collisions, improve pedestrian and bicycle connectivity, and promote equitable access to transit, schools, parks, and key destinations by creating a safe, equitable, and connected transportation network. It also supports safety, accessibility, and mobility goals while strengthening eligibility for state and federal transportation grant funding.

Adoption of the Complete Streets Policy will provide a framework for staff when developing and implementing transportation improvements, including roadway rehabilitation, capital improvement projects, and grant-funded infrastructure work. It establishes consistent project review, increase accountability and opens doors to more grant funding. The policy does not mandate specific roadway designs but ensures multimodal considerations are evaluated and incorporated where feasible and appropriate.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

The Economic Development Strategic Plan emphasizes infrastructure investment, quality of life, and business-friendly policies as drivers of sustainable economic growth. The Complete Streets Policy supports these objectives by enhancing accessibility, supporting business attraction and retention, encouraging sustainable development, and leveraging grant funding.

FISCAL IMPACT:

There is no immediate fiscal impact associated with adopting the policy. Future projects will be evaluated on a case-by-case basis and subject to approval.
