RESOLUTION NO. 8603 — APPROVING AN AMENDMENT TO THE AGREEMENT BETWEEN HINDERLITER, DE LLAMAS & ASSOCIATES (“HDL”) FOR PROPERTY TAX CONSULTING/AUDIT SERVICES.
RECOMMENDED MOTION:
Staff recommends that the City Council adopt Resolution No. 8603.
DISCUSSION:
The HdL Company provides assistance to local governments in verifying property tax revenues. Their services include auditing property tax revenue apportioned by the Los Angeles County Auditor/Controller, verifying that property tax is assigned to all parcels within the City, and tracking property transfers and new construction to determine whether reassessments are performed within a reasonable period of time. In addition, their proposal includes quarterly analysis reports on assessed valuation, the status of property tax appeals, property transfers, and historical property tax data for the City and the Successor Agency.
ECONOMIC DEVELOPMENT STRATEGIC PLAN:
Establish partnerships with entities that can work toward City goals and objectives.
FISCAL IMPACT:
The annual fee for base services is $19,325, to be invoiced quarterly, and a 25% contingent fee on funds recovered or reallocated as a result of the audit. The price will be adjusted annually by the CPI, with no more than a 5% increase.
