SUBJECT:

Award of Contract for Hawthorne Housing Rehabilitation 2026 Phase II (Project # 26-11).
 

RECOMMENDED MOTION:

Staff recommends that the City Council award the contract to the second lowest responsive and responsible bidder, Jermax Construction, Inc. of San Fernando, CA.

DISCUSSION:

At the meeting of March 24th, 2026, City Council authorized Engineering Staff to publicly advertise for this project with a due date of May 12th, 2026. 

The City received two bids with each accompanied by bid bonds: one from Klassic Engineering & Construction Inc and the second from Jermax Construction Inc. After a thorough review of the proposal, reference checks, verification that all bidders met all requirements on the project’s notice inviting bid and verification of the contractor’s license, staff determined that Jermax Construction, Inc. of San Fernando, CA was the lowest responsive and responsible bidder.  (Klassic Engineering & Construction Inc did not meet all requirements in the notice inviting bid by not attending the mandatory job walk on Thursday, April 30th, 2026 at 10:00AM.)

The project work consists of remodeling, renovating and modifying the City’s apartment buildings, kitchens, and restrooms to comply with the requirements of the Americans with Disability Act (ADA).  The work also consists of new doors and frames, hardware, flooring, drywall, toilet compartments, toilet fixtures, windows, caulking and sealants, stripping, patching, painting, cleaning, plumbing, electrical and mechanical work and all other incidental work necessary to complete the improvement in accordance with the Specifications.
 

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

The Project is a result of the City working closely with funding and regulatory agencies to support and improve our infrastructure.

FISCAL IMPACT:

The approximate cost of $1,989,160.00 will be funded through the allocated and approved ARPA funds.
 

NOTICING PROCEDURE:

72 Hours posted notice pursuant to the Ralph M. Brown Act.
