Award of Contract for Hawthorne Police Department Roof Replacement Project (Project # 25-09)
 

RECOMMENDED MOTION:

Staff recommends that the City Council award contract to the second lowest responsive and responsible bidder, Chapman Coast Roof Co., Inc of Fullerton, CA
 

DISCUSSION:

At the meeting of February 11, 2025, City Council authorized Engineering staff to publicly advertise for this project with a due date of March 11, 2025. The City received ten bids with each accompanied by bid bonds. Staff determined Estate Design and Construction, Inc. of Los Angeles, CA was the lowest bidder. However, their proposal submission raised concerns to staff. Estate Design and Construction is a General Contractor (License Type A). However, their subcontractor, Roofing Solutions by Corey J. Pate (License Type C-39), did not comply with Section 2-1 (Work to be Done) of the Hawthorne Police Department Roof Replacement Project specifications and plans.

Given these issues, staff recommends awarding the project to the second lowest responsive and responsible bidder, Chapman Coast Roof Co. Inc. They have been verified as an approved installer with a solid track record and positive references from previous projects.

This project consists of excavation, removal and replacement of the Hawthorne Police Department roof.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

This project is a result of the City working closely with funding and regulatory agencies to support and improve our infrastructure. City departments shall continue to work cooperatively to ensure that improvements to infrastructure are kept apace of wear and tear.

FISCAL IMPACT:

None. The approximate cost of $879,663.00 will be funded through issuance of the 2024 Lease Revenue Bonds (the "2024 Bonds") and allocated funds from the 2024-2025 budget.

NOTICING PROCEDURE:

72 hours posted notice pursuant to the Ralph M. Brown Act.
