SUBJECT:

City Council approval of payment to FEMA for Sub-recipient Management Costs of $8,600 for an update of its Local Hazard Mitigation Plan. 
 

RECOMMENDED MOTION:

Staff recommends that the City Council approve payment to FEMA for Sub-recipient Management Cost in the amount of $8,600.00, to update the City's Local Hazard Mitigation Plan.

DISCUSSION:

At the regular City Council meeting of October 14, 2025, the City Council approved the Agreement between the City of Hawthorne and Constant and Associates to update the City's Local Hazard Mitigation Plan ("LHMP").  The plan works as a guidebook to ensure that the City has assessed all the potential hazards in the event of an emergency, e.g., an earthquake.  The City's current plan expired in April 2025, and the LHMP requires the Federal Emergency Management Agency ("FEMA") approval, which requires the City to request reimbursement for costs resulting from disasters.  The City accepted the award in the amount of $220,000, which did not, unfortunately, include Subrecipient Management Costs in the amount of $8,600.  The City is now requesting approval of payment to FEMA for Sub-recipient Management Costs of $8,600 for an update of its Local Hazard Mitigation Plan.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

None.

FISCAL IMPACT:

Funds for this project in the amount of $228,600 are available in the adopted 2025-20206 fiscal year budget and will be paid with approved allocated FEMA funds.  The City needs to allocate $8,600 for Subrecipient Management Costs.

NOTICING PROCEDURE:

72 hours posted notice pursuant to the Ralph M. Brown Act.
