Approval of Progress Payment to Los Angeles Neighborhood Land Trust for Zela Davis Park Project Services.
RECOMMENDED MOTION:
Staff recommends that City Council approve payment in the amount of $155,677.89 to the Los Angeles Neighborhood Land Trust (LANLT) for services associated with the Zela Davis Park Improvement Project and ratify and affirm prior payments in connection with consult, design, construction, administration and project support services related to the Zela Davis Park Improvement Project in accordance with the approved project agreement and grant requirements.
DISCUSSION:
On November 10, 2020, the City Council adopted Resolution 8245 approving the submittal of an application by "Trust Public Land" for Statewide Park Program Grant Funds for improvements to Zela Davis Park. The City entered into an agreement with Los Angeles Neighborhood Land Trust for the development and construction of improvements at Zela Davis Park. Under the agreement, LANLT was responsible for coordinating grant administration, consultant services, project management, design coordination and construction related activities necessary for the completion of the project.
This invoice includes reimbursement for professional landscape architecture services, constriction administration, signage design, consultant coordination, project management, and related employment associated with the Zela Davis Improvement Project. Supporting documentation provided by LANLT identifies services provided by SALT Landscape Architects and associated project administration expenses totaling $155,677.89.
Staff has reviewed the invoice and supporting documentation and determined that the services performed are consistent with the scope of work. Approval of this item will also formalize prior project-related payments processed as part of the continued administration and delivery of the project.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:
The Zela Davis Park will increase community access to quality park facilities within the City of Hawthorne.
FISCAL IMPACT:
The cost of $155,677.89 will be paid through the allocated and approved Measure A, Clean CA, State Parks and Baldwin Hills Conservancy funds.
