SUBJECT:

Agreement for Funding Administration Services for Federally Funded Projects with Advanced Avant-Garde Corporation.
 

RECOMMENDED MOTION:

Staff recommends that the City Council approve the Agreement with Advanced Avant-Garde Corporation and authorize the Director of Public Works to enter into and execute the Agreement.

DISCUSSION:

Public Works has several projects that are federally funded through Caltrans and reached out to a consultant to provide on-call funding administration services on an as-needed basis.

Advanced Avant Garde submitted two proposals: one for the STPL Funded Imperial Hwy project and another for On-Call Funding Administration.

The scope of work will include reviewing existing Caltrans-funded project documentation and coordinating with City staff to prepare and submit all required authorization requests, clearances, and related submittals to Caltrans. Required submittals may include Requests for Authorization (RFA), environmental (PES) and right-of-way (RW) clearance documents, award packages, reimbursement requests, and scope change requests.

ECONOMIC DEVELOPMENT STRATEGIC PLAN:

This agreement will support the timely delivery of Caltrans-funded infrastructure projects by ensuring grant requirements and reimbursement processes are completed efficiently. Advancing these projects helps improve transportation access, safety, and overall mobility, which enhances the City’s attractiveness for businesses, supports local investment, and contributes to long-term economic development.

FISCAL IMPACT:

None. The estimated cost of $100,000 per year will be funded through a combination of Local Share and federally-funded Caltrans grants as allocated under each project.
