1. Requesting approval to re-certify the Affordable Homes of South Texas, Inc. (AHSTI), formerly the Community Development Corporation of South Texas, Inc., Proyecto Azteca and South Texas Economic Development Corporation, Inc. (STEDC) as Community Housing Development Organization (CHDO's) within the County of Hidalgo.

2. Requesting approval to execute the 2008 HOME contracts for Affordable Homes of South Texas, Inc. (AHSTI), formerly the Community Development Corporation of South Texas, Inc., Proyecto Azteca and South Texas Economic Development Corporation, Inc. (STEDC)

The Urban County Program requested proposals from non-profit housing corporations on March 17, 2008 and again on March 24, 2008. A committee evaluated the proposals received. Among the criteria used in the evaluation process was type of project, project location(s), previous funding, and CHDO budget balance/expenditure ratios. The proposed funding level for each CHDO is as follows:

Affordable Homes of South Texas, Inc. (AHSTI) - $437,000 - to build fourteen (14) homes for low to moderate-income families that are below 80% of the area median income for the Hidalgo County.

South Texas Economic Development, Inc. (STEDC) - $187,500 - to build five (5) homes for low to moderate-income families that are below 80% of the area median income for Hidalgo County. 

Proyecto Azteca - $421,000 - to build thirteen (13) homes for low to moderate-income families that are below 60% of the area median income for Hidalgo County.
