CAPTION
A) review and action (if applicable) on vendor's correspondense requesting an increase in yearly fee with notification of necessity to replace intoxilizer equipment at several locations throughout the County (including County Jail);
B) action on County's position to continue to provide intoxilizer equipment and related breath test services at numerous locations (local law enforcement jurisdictions-i.e. PDs and/or DPS) in order to permit the use of the equipment by DPS and/or PDs for the purpose of gathering evidence in connection with DWIs;
C) action as to the entering into interlocal agreements with local jurisdictions and/or DPS for the placement of county-owned intoxilizer equipment and use of said equipment;
D) pursuant to Article III-of current contract, action to permit Hidalgo County to exercise and send notice of termination to Mary Ann R. Peralez to Administer and Supervise Alcohol Breath Test/Intoxilizer Services;
E) authority to advertise/publish a Request for Proposals packet i.e. specifications, requirments, terms, conditions, and draft contract document (approved as to form by legal counsel) for: RFP-Technical Supervisor For Alcohol Breath Test Services Program".
BACKGROUND
Notes: 1) Present contract does not impose compliance with County's insurance requirements;
2) Vendor is now proposing/requesting an increase on yearly contract amount from $30,000.00 to $50,000.00;
3) Vendor currently services intoxilizer equipment at the County's Adult Detention Facility (County Jail);
4) Current equipments is located at:
a) Hidalgo Count Jail;
b) Palm View Police Dept.;
c) San Juan Police Dept.'
d) Weslaco Police Dept.

BUDGETARY IMPACT:
Amount available for PO #598142 is $12,500.00 for Breath Test Services as of 9-12-08. In such event that the new fees are increased as requested by current vendor, PO would need to be increased and funds would need to be in place, pending CC approval of this item.
Any additional expenses for new equipment would need to be identified through the budget office. As per enclosed backup from vendor and scientific director, equipment needs to be replaced by 2010.
