1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for Material Testing Services in connection with Hidalgo County Urban County Year 21(2008) for an Abatement for a Public Facility Improvement Project in the City of Weslaco.

2. Presentation of the scoring grid of at least four (4) Material Testing firms from the County's approved "pool" as graded and evaluated by the City of Weslaco, Hidalgo County Purchasing Department and the Urban County Program for the purposes of ranking by CC in connection with an Urban County Program Public Facility Improvement Project in the City of Weslaco.

3. Authority to negotiate a professional engineering service contract with the No. 1 ranked firm of _______________ for the provision of Material Testing Services for an abatement for an Urban County Program - City of Weslaco Public Facility Improvement project.

The City of Weslaco and the Hidalgo County Purchasing Department have evaluated and graded four material testing firms from the County's approved "pool".  Terracon Consultants, Inc., Professional Service Industries, Inc., L&G Engineering Laboratory, LLC, and Millennium Engineers Group., were the four firms.  The Public Facility Improvements Project requires the removal of asbestos, an abatement process; prior to the rehabilitation of the public library commons being done.  (See attached letter from VA Architecture, the project architectural firm and a grading grid for your review).
