1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for Professional Engineering Services in connection with Hidalgo County Urban County Program Year 21 (2008) for Water Improvement Planning in the City of La Joya.
2. Presentation of the scoring grid (of at least three (3) Engineering firms from the County’s approved “pool” as graded and evaluated by the City of La Joya) for the purposes of ranking by Commissioners’ Court in connection with an Urban County Program Water Improvement Planning project in the City of La Joya.
3. Authority to negotiate a Professional Engineering Service contract with the No. 1 ranked firm of _____________________ for the provision of engineering services for a City of La Joya Water Improvement Planning project.

The City of La Joya has graded three engineering firms from the County’s approved “pool”.  Halff Associates, S&B Infrastructure, Ltd. and L&G Engineering were rated for the 2008 Water Improvement Planning for the City of La Joya.  See attached Grading-Scoring Grid for your review.
