Requesting approval of a Budget and Program Amendment for the City of Edcouch to the existing work plan for Urban County Program Year 22 (2009).

The proposed Budget and Program Amendment for the City of Edcouch will increase funding to the Street Improvements, decrease the Water/Sewer Improvements and create a Planning line item.  A Public Hearing was held on December 28, 2009 at 6:00 P.M., and citizen participation requirements have been met.  See attached detailed amendment.

The proposed City of Edcouch Year 22 (2009) Amendment will:
* increase the Street Improvements line item by $104,989.00 and add the following to the work plan: acquire land approximately (60'X 325.49) both on Esther and Reyes Street in order to place drainage pipes to connect into the Drainage District #9 and resurface the streets, to include but not limited to valves, related materials, advertising, testing and engineering fees as they pertain to project completion.
* decrease the Water/Sewer Improvements line item and add the following to the work plan: purchase and installation of an additional aerator and air diffuser at the 1st lagoon at the wastewater treatment plant and purchase of two wind turbines at the waste water treatment plant to include but not limited to shipping, advertising, testing and engineering fees as they pertain to project completion.
* increase the General Administration line item by $1,000.00.
* delete the Public Services (General)- Advance Senior Services line item.
* create a Planning line item and add the following to the work plan:  l. Updating the City of Edcouch boundary map to include mile 1/2 mile to the East of Mile 2 toward the proposed Hidalgo County Loop project. 2. Drainage Study: due to improper drainage, it is imperative to address recent flooding in the City of Edcouch.
