Discussion, consideration and approval to submit the following Applications for Financial Assistance to TxDOT's State Infrastructure Bank (SIB), with authority for County Judge to sign the same:

    1. Application for Financial Assistance in the amount of $385,000.00 plus 20% contingency (total of $462,000.00) for Hidalgo County Loop - Southeast Portion (CSJ: 0921-02-142) and Hidalgo County Loop - Southwest Portion (CSJ: 0921-02-172)
    2. Application for Financial Assistance in the amount of $1,781,000.00 plus 20% contingency (total of $2,137,200.00) for four (4) road projects (preliminary engineering and right of way acquisition):  Mile 6 West (CSJ: 0921-02-168), Nolana Loop (CSJ: 0921-02-169), Mile 2 West (CSJ: 0921-02-170) and South McColl Road (CSJ: 0921-02-171)
    3. Application for Financial Assistance in the amount of $1,772,000.00 plus 20% contingency (total of $2,126,400.00) for three (3) drainage outfall right-of-way acquisition projects: FM 907 - Phase I (CSJ: 1586-01-045), FM 907 - Phase II (CSJ: 1586-01-046) and FM 1924 - Phase II (1802-01-031)
    4. Application for Financial Assistance in the amount of $222,986.91 plus 20% contingency (total of $267,584.29) for five (5) bridge replacement projects: CR 342 (CSJ: 0921-02-146), CR 825 (CSJ: 0921-02-147), CR 855 (CSJ: 0921-02-148), CR 804 (CSJ: 0921-02-149) and CR 569 (CSJ: 0921-02-157)
    5. Application for Financial Assistance in the amount of $3,000,000.00 plus 20% contingency (total of $3,600,000.00) for utility relocation on three (3) road projects: Abram Underpass at US 83 (CSJ:0039-17-148, etc.), Business 83 – Phase I, II and II (CSJ:0039-02-043, etc.) and FM 1924 – Phase II: from SH 107West to FM 492 (CSJ:1802-01-031, etc.)

BACKGROUND

Submittal of the applications for financial assistance do not commit the Count, all loan agreements will be brought back for Commissioners Court approval after the terms of the loans have been negotiated and only if those terms are deemed favorable by the County's Financial Adviser.  

Application #5 ($3,000,000.00) is being submitted as a last financing option for the utility relocation on the three road projects being affected and will only be negotiated and placed for Commissioners' Court approval after all other financing options have been exhausted.
