BACKGROUND
Currently it appears that after two complete advertisements for this project, there may be only one vendor to participate. However, the vendor's managment staff that can authorize the submission of the sealed bid was unavailable to do so prior to the bid opening date of January 17, 2007, thus the decision was made to extend.
