Urban County Program for Hidalgo County Precinct No. 4 is requesting consideration and action to award and enter into construction contract with Saenz Utility Contractors, LTD. (lowest bidder meeting all specifications and/or requirements) for the HUD CDBG-R flood drainage improvements for a Pump Station in Faysville located in Precinct 4.  Amount shall include a base bid in the amount of $235,555.00 and add Alternate No. 1 in the amount of $117,989.00 utilizing Year 22 (2009) CDBG-R flood drainage improvement funds.  The project consists of flood drainage improvements within the subdivision with an outfall to the County’s west main drainage ditch.

Precinct No. 4 has requested and received bids for the flood drainage improvements for a pump station in Faysville.  Raul Sesin P.E., C.F.M prepared the specification packages. Bids were received and opened at the Hidalgo County – Purchasing Department on October 27, 2010.  After review, the project engineer recommended Saenz Utility Contractors, LTD. as the lowest of two (2) bidders.  (See attached recommendation letter from the Raul Sesin, P.E., C.F.M. and copy of the bid tabulation.)
