Urban County Program on behalf of the City of Progreso is requesting consideration and action to award and enter into a Construction contract with Saenz Utility Contractors (lowest bidder meeting all specifications and/or requirements) for the Street Improvements project located in the City of Progreso, Texas in the amount of $62,000.00 utilizing Year 23 (2010) Street Improvement funds.

BACKGROUND

The City of Progreso has requested and received bids for the street improvements project.  Halff Associates prepared specification packages and bids were received and opened at the Hidalgo County Purchasing Department on November 17, 2010.  After review, the project engineer recommended Saenz Utility Contractors as the lowest qualified bidder.  (See attached recommendation letter from Halff Associates, copy of bid tabulation, and letter from City of Progreso requesting approval.)  The project consists of the overlay of six streets:  Lyons St., Jose St., Maria St., Juarez St., Diaz St., and Hidalgo Street.
